What happens now, is that those w/5 or more RogueHIdes in their city have an Alcatraz that produces Rogues (good enough, as far as it goes), but little if any Real Guys which, we now see, are just as important. While it can produce units from any building in your city (road connected or not), the preference is given to Rogues.
